Compliance confirmation might be mandatory or voluntary

Mandatory confirmation of compliance is conducted in the form of certification or declaration by the accredited bodies:

  • technical regulations of the Customs Union,
  • technical regulations of the Russian Federation,
  • national standards in the GOST R system

Documents required for getting certificate of conformity

Application containing the details of Applicant and/or Manufacturer

1. Manufacturer data (address, phone number, e-mail etc.).
2. Copy of regulatory documents on the products subject to certification (MSDS, catalogue, manual, technical documentation etc.).
3. Products samples for the required tests.

Might be required on top:

  • �Products supply contract and invoice (in case certificate for products lot is obtained).
  • �Assessment of stability of manufacturing conditions (for serial production).

ATTENTION! For the goods produced in the countries outside the Customs Union agreement between manufacturer and its representative registered on the territory of the Customs Union might be required.

Standard certification and declaration schemes


Rights and obligations of Applicants

Rights of Applicants in the area of the works on products compliance confirmation

Applicant has the right to:

  • contact any agency of certification with the proper accreditation for the required goods for confirmation of compliance;
  • select the form and the scheme of compliance confirmation for specific types of goods in the framework of the existing requirements;
  • use products technical documentation and other documents supporting the conformity of the products with the existing requirements
  • contact the appeal commission of ANO by certification Electrosert for claims and appeals related to the work of a certification body or an employee of the body responsible for products certification;
  • contact Rossaccreditation Federal Service for claims related to unjustified actions of a certification body or a test center according to the legislation of the Russian Federation.

Obligations of Applicants related to the works for products compliance confirmation

Applicant is obliged to:

  • fulfill all conditions of the products compliance confirmation procedure put in place by the product certification body;
  • ensure the stability of product parameters (characteristics) confirmed during compliance confirmation works;
  • label products with the united symbol of products circulation on the market of the countries members of the Customs Union or with products conformity label;
  • sell out the products subject to mandatory compliance confirmation only after the compliance confirmation has been obtained;
  • provide the certification agency with the samples of certified products (if required) for tests aimed at arranging inspection control;
  • present to the responsible agencies of state control (supervision) and other related parties documents proving the products compliance confirmation (conformity declaration, conformity certificate or the copies);
  • suspend or stop the sales of a product if the conformity certificate or conformity declaration has been suspended or stopped;
  • suspend the manufacturing of the products that passed through the compliance confirmation procedure but failed to be compliant with the requirements put in place by the agencies of state control (supervision);
  • inform product certification agency on all planned product upgrades (modifications), changes in construction (components), manufacturing technology, tests and control methods, acceptance rules and provide data on any status change or manufacturing place address change;
  • keep records of all reclamations (claims) for the certified products and immediately communicate them in writing to products certification agency, perform the activities aimed at identifying and defining dangerous products following the decisions of products certification agency;
  • cover in due course all expenses related to products certification works regardless of their outcomes;
  • store the documents used for products compliance confirmation in accordance with the requirements.
